Last year it happened, when my toes nails get longer, I will cut it. Then until the blood clots reach the end, i will clear and cut it off. Then, it came back now. Is wearing a tight shoes will encourage this to happen? Or any other reasons?

Could be burst blood vessels due to pressure from your shoes. I would go to a foot doctor, or if that's too expensive, get fitted for a pair that will fit your feet better than the ones you have.
